The Secret Ballot,
Brought On-Chain

CA :TBA
( QRM ) [ 001 / 004 ]
Sealed votes. Provable tally. Confidential treasury.
QUORUM gives DAOs private governance where it matters and public proof where it counts.

No live tally.
No whale-following.
No vote markets.

QUORUM hides running results until the vote closes, preventing bandwagoning and coercion.
[ Problem · 002 ]

Public voting
is corruptible by design.

Vote buying.Sealed votes · no enforceable bribe
Whale intimidation.Hidden tally · no bandwagoning
Proposal front-running.Hidden-until-execution proposals
Treasury exposure.Confidential treasury · selective disclosure
Humanity abandoned public voting for a reason. QUORUM brings the secret ballot to Solana — private inputs, public proof.
[ Architecture · 003 ]

Four composable modules.
One confidential stack.

Module I
Sealed-Ballot Voting
Threshold-encrypted ballots, publicly verifiable tally (DLEQ proofs), ZK eligibility. Receipt-free by construction.
Module II
Hidden-Until-Execution Proposals
Encrypted payloads with public rules. Reveal on-pass or via timelock — no front-running window.
Module III
Confidential Treasury
Solvency proofs over the real treasury account. Auditor keys for selective disclosure. Confidential balances planned.
Module IV
Private Delegation + Eligibility
Prove voting weight without revealing balance. Nullifiers prevent double-voting; identities stay private.
[ How it works · 004 ]

From eligibility to execution.
Six confidential steps.

01
Prove eligibility
ZK proof of voting rights and weight — no balance exposed.
02
Encrypt ballot
Threshold encryption client-side. No plaintext leaves the browser.
03
Cast sealed
Submit as on-chain commitment. Nullifier blocks double-votes.
04
Threshold tally
Only the totals are decrypted, with a 3-of-5 key. On devnet all five shares sit on one server; independent tally nodes are planned.
05
ZK correctness proof
Proves the result is the honest count of exactly the eligible votes.
06
Execute on-chain
Eligibility root and result hash are anchored on Solana; anyone can re-verify the tally.
[ Network · 005 ]

A role for everyone.
Not just DAOs.

Planned network design. On devnet today, no role earns fees, rewards or revenue.

[ Token · 006 ]

QRM powers
the confidential ballot box.

Planned utility. QRM is a devnet test token today: it pays no yield, fees or revenue, and staking only gates voting eligibility.

Governance-as-a-Service
DAOs pay QRM (or USDC) per confidential vote and treasury operation.
Tally-node staking
Stake to run a tally node that holds a key share; misbehavior is slashed (planned).
Fee discounts
Stake QRM for reduced per-vote fees across adopters.
Protocol governance
QUORUM's own parameters governed confidentially. Dogfood the stack.
[ Position · 007 ]

The only confidential
governance stack.

[ Roadmap · 008 ]

Sealed ballot first.
Everything compounds.

Phase 1
1–6
Sealed-ballot voting
Vote program, encrypted submission, threshold tally with DLEQ correctness proofs, QRM token.
Phase 2
7–12
Hidden proposals + delegation
Hidden-until-execution, ZK eligibility, receipt-freeness hardening.
Phase 3
13–18
Confidential treasury
Encrypted treasury, auditor-key disclosure, solvency proofs.
Phase 4
19–24
Governance-as-a-Service
SDK, hosted app, Realms integration, staking network, first DAOs.
Phase 5
25–32
Enterprise · real-world orgs
Compliance tooling for co-ops, unions, associations. Audited secret-ballot.

Governance without
the show of hands

Public voting creates vote-buying, whale intimidation, proposal front-running, and treasury exposure. QUORUM fixes the structure.
